To get the First Extra Mission you have to complete the game.
And I think Magic levels up with experience, although I wouldn't know that because I never used Magic.

The materia levels up by materia floter...

After you finish the game you will find the first mission "Zephyr Mission" or something like that.
And I think magic lvls up by materia floater.

To get the first extre misson complete the game and when you complete the first mission youll unlock the second and so on.
