Here is how you can unlock Mona and Moe as playable characters

Unlock Mona

Finish dramatic mode after defeating Mona in the second to last match.

Unlock Moe

Finish dramatic mode after beating Moe in the final match.

And a couple of cheeky extras...

Zenshin Taitsu costume

Unlock Mona and Moe and then defeat all opponents in free play mode as any girl.

Bigger chests

If you can hit all 100 balls at the practice machine you will unlock the Patto. You can use this on characters to increase their chest size.
