Ok go into city hall and go into the first door you see to your right... It might be locked so wait until the zombies burst out... Kill them and go inside. Follow the path and you will come to the statue of the mayor holding something up...take the book he is holding and go back out of city hall. Go to the water reservoir that is on the street where the restaurant is on. There is a little electric fence around it. Put the book in the slot and take the compass that is to the left of it. When you have it go back to the mayors statue, and put it in. The statue should turn around and give you the battery for the elevator.....
