First you have to go with Kyle Madigan to the shelter then after you open the full moon gate on b3 level you go back the way you came and go through the previous locked tunnel gate which will bring you to the well rope. Go up and follow flint the dog to the water tower. Pierce is up there with some nasty bug monsters kill them and talk to him.
