Okay, do you know when you first go up the elevator (the part where Snake takes off all of his SCUBA gear?) Yeah, now you head past all of the spotlights until you see a guard who is sleeping next to a security camera. Next to the sleeping guard is a small ventalation shaft that you can crawl in. Kill the guard and the camera (if you can) and enter the ventilation shaft. After this "maze" inside the ventilation shaft, you will emerge into a new room called "The Tank Hanger". You now need to activate the elevator on the north side of the first floor by pressing triangle (I think) next to the elevator switch. The elevator will open. Go inside the elevator head to the left side of the elevator. On the left side of the elevator door is a switch. Walk up to it and click on B1 (or B2 ) I can't remember. The rest is pretty easy. The DARPA chief should be a green dot on your radar when you get to the B1 or B2.
