When your on top of the mountian where you fight Caruban, when you are done fighting him Vahn, Meta, Noa, and Terra will talk.
After Terra dies, Terra will combine with Noa, then Noa will ask Vahn if she could join your team. Say Yes.

You go through the whole battle thingy, and then when Noa asks to join you, you say yes.
If you say no, I think she'd probably say, "Oh, please?"
She'd be like Zelda when you first meet her in Ocarina of Time.
She'd insist on coming, even if you said no again and again. If she doesn't...well, your loss!
