I had Ramza at level 40 and as a Lancer, I kept using the jump command and kept jumping on him every turn. He will end up moving so your attack doesn't land, but if you keep doing this, the AT order will change and your attack will land and should do around 198 damage points. You know if your attack will land when you notice that wegraf went two times in a row.
