You can get veemon not in amaterasu servers but it just at the asuka servers.. The DRI agents of veemon is at the protocol ruins.. But you must have bought only one digimon at the protocol ruins.. Your digimon must between level 1 to level 25.. And the dri agents will ask you for paildramon.. The paildramon is just at the bulk briges..

I do know how to get veemon, but I don't think you can get veemon when the dri guy is a oinkmon
