This requires no cheat codes. Make an enclousure (fence) add the gate, DO NOT lock it. If you want to attract wolves or stray dogs, put a dog house and a bone, then plant A LOT of trees. Make sure at this point you have no pets at all, you can add a pet to the family later. Wait until a stray or wolf enters the enclousure, then quickly lock the gate to "Allow Household only" so the pet won't escape. Now you can add a pet.

(for this cheat, make sure your other pet is the opposite gender of the stray and the same size as stray) if you want a pet to make woohoo with the stray or wolf, remove any other doggie related stuff in your lot but the stuff in the enclousure. The dog will have no, but to stay in the enclousure with the stray. Now pause the game and add another bed for your dog. Unpause. Once your dog is in the enclousure with the stray, lock the gate to "Me only" so your doggie can't escape. Wait for the two animals to get a high enough relationship, then finish the job by "Try for puppy with ..." there you go puppies!
