Here's the cheat man... (Note: This procedure involves editing a game file; create a backup copy of the file before proceeding. Use a text editor to edit the "splintercell2user.ini" file in the "\\splinter cell pandora tomorrow\\offline\\system" folder. Bind one of the following codes to a function key as indicated, then press it during a game to toggle the corresponding cheat function. For example, make the corresponding changes to that file:)
You could also use sticky camera to knock them out.. (head shot)

Ok if ya want snaking tips then your lucky first thing move slowly and shoot out lights and try to go behind long objects and dark spaces I tried it on level 2 but it was much harder on that level make sure enemys are trying to go somewhere in front so they don't turn around besides the best time to use side weapons like pistols and airfoils is wen either an enemy is too far away and you can't sneak up or either wen there are lots of lights if you can use pistols and stuck on another level then the funny part is to sjoot in the privates lol or in the face make sure like on level 2 wen they can get helets ya can't always shoot them in the head so shoot them in the face I'm not sure why they only good way is to shoot them in the easy bits also some levels have spaces wen you can do splits so do a split then shoot or use an airfoil oh and obviously hide bodies if ya can't get potted 1 time then thats the best idea if there isnt any dark spaces shoot out the lights nearby and if it still doesnt work then if you saw a dark space earlier in the level try to hide it there or if you want to make a risk then see wats ahead I'm afraid thats all I can think of for tips I mght be able to get further past the level and see if I can do that part and then I will tell you how to get past if you already know then write a comment I put these up because theres no way your going to survive a whole level with 2 or 1 airfoil rounds and a pistol and SC-20K it impssible unless you somehow get past or if your a gaming expert I'm not really an expert but I'm not bad at racing and stealth games ths might take a while to read but try to split the ideas up so you ddont get mixed up with the things to do

Simply I got the best tip whistle when a guard is near(While in a really dark spot)then wait for the guard to come as soon as he comes ko him there you don't have to waste your time moving a body just call him knock him out and no fuss please rate!
