The same way as you would in the normal sims 2, go onto the lot with the person who's clothes you would like to change, then make them go onto their wardrobe (or if they don't have one find it in the bedroom miscellaneous section and buy one) and then click change into... And then choose what you would like to change into I.e everyday, formal etc...
If you want more clothes then go to a community lot and buy more clothes, they will automatically be entered into your wardrobe / closet.

Go up to the dresser and click plan outfit, if theres nothing there you have to buy clothes from a community lot
