Make sure that they are adults and the oposite gender and the same size(large or small) of dog. You also need a pet house, not a bed, a house, with a door. Then make them play or interact in some kind of positive way with eachother. Then choose a sim, and click on the dog you want to bread, then choose the name of the dog who you want it to bread with, then watch for pupies in the future. I found the relationship between the 2 dogs has to be obove 30-40 %, depending on their personality.
If you need extra help, go to the save menu(the 3 dots, or F4) and click on the help guide.
Press Shift+Ctrl+Alt to get up the cheatbox, and type in "boolprop testingcheatsenabled true" w/out quotes. Log off the house and back into it. Go onto both of the dogs friendship panels and drag both Daily and Lifetime relationship bars up for one another, then have them do something positive, like play. Then have a sim click on one of the dogs, and Try For Puppies With... You must have a HOUSE, not a bed, or it won't work.
You can type: boolprop controlPets on and get them to play/sniff each other.
Also: If you are using boolprop testingCheatsEnabled true type it in the neighbourhood screen frist THEN go into the lot.
