It could be a million reasons.. However the most popular and possible ones would be the following..
Check these things.
1. Is your Sims 2 open for business disk 1 CD in the correct drive?
2. Do you have custom content installed? (Items or game mods) Move your downloads folder to the desktop and try starting the game.
3. You could of had a corrupted installation, try uninstalling and reinstalling to see if that fixes your problem.
4. Download the Open For Business patch from thesims2.ea.com
5. If none of the above work email me at starfire_forever11@hotmail.com and I will personally help you as best I can to fix this problem.

You Must use the LAST expansion that was released, you don't get to choose which one. It's all merged into one game and you must use that last one. If the last released expansion you have is Open For Business then you must use that cd and click on the OFB icon. If you have an expansion that was released after OFB then you MUST use that one (such as Bon Voyage or Freetime). For example: I have ALL of the expansions and I MUST use Freetime disc 1 in order to start the game. If you are using the correct disc then you may have a corrupt game. In my game my groups.cache file is constantly becoming corrupt. I have backed up a good copy of that file and I restore it everytime my game won't start. The only other way to fix a corrupt game is to uninstall your last expansion pack and reinstall it. If you have sims and downloads that you want to save you must back them up because they will disappear, but if you don't mind starting fresh then don't bother.
