There is not really a meeting. You just go into the exchange and bust a few caps (or blaster) you're way though.

Then you meet a squid looking guy, kill him and KILL luxa--SPOLIER--

She WILL kill u!!!(or at least try)

Prepare for fight after you do that you then go to the Exchange,and soon you will figh wothe Luxa.
