Do you have to finish Dragon Slayer to wear Rune Platebody or just to buy it from that buy in Edgeville? Because I saw a level 44 wearing a Rune Platebody and I kept on asking him if he finished Dragon Slayer but he logged out and never answered me.

Yes, you do have to finish d slayer to be able to wear or buy a rune plate
You are able to buy it but you can't wear it until you beat that quest
Yes you need to have finished Dragon Slayer to wear a Rune Plate. I advise not to buy it from the guy in Edgeville because he overcharges for them, get one from another player in Varrock.
You need to finish Dragon Slayer to wear Rune Platebody and Green Dragonhide.
