Donwforce/Drag

This has been puzzling me since I started playing NFS PS.
Whenever I tuned my rides Downforce was almost maxed out and drag wasn't. Is it supposed to be like that? Or vice versa?

Every single modificiation you make changes ONLY Downforce.

Besides, it doesn't do anything difference if you tune for Drag, unless it is Grip races.
