Well the only way you can own the entire town is to kill everyone, but good luck with briarstone. I couldnt get all the houses there cause of the guards and no weapon. But what I tried doing was hiring bandits and fist fighting the residents, they still have their weapons and are able to kill, just try to keep the guards off of them.
