There isn't a "cheat" as such to get a population over 200 but there is a way. What you do is you set up your game so you know exactly what units you want to have.

Make sure you include monks!! This is the core of the process for getting a population over 200. Basically you just convert units that are by themselves (scouts, light calvary) with your monks till you have a ridiculous amount of converts.

The obvious problem with this is that you can't choose what units you want to gain. Another problem with this is once you lose a unit you can't replace it (unless you can convert it from the other side). I did this in a random map game on normal and I had 500+ population.

I had about 150 light calvary and 100 skirmishers but this was late in the game and I had already crippled the enemy (I could have finished them off at any time). So this is probably a waste of time but is was kinda fun, although it is very time consuming.

Also it helps if you build a wall around their city so they can't expand and if they stop producing units that scout the map (the ones you can convert the easiest) pay them some tribute of food, gold and wood.

Its hard coded to be 200 so that low end comps can handle game play without being bogged down.
