I have finished all of mission 5 so now all I have are the REP missions (which I have already almost completed) and the Splicer mission. I want to know who to talk to, to get information about the island (I have already found the plans) and to talk to that person do I have to have already completed the REP group mission?

No, the S missions are independent of the others (except the last one which is triggered by finishing the main game.) The R missions are independent of everything.
