In order to beat Dusty Hogg, you have to upgrade your bike insanely and practice a lot. Here's the upgrades I used, and they should work for everybody, but if they don't, then just keep trying different combonations until you find one that works.
Working upgrade combonation:
Chasis: Heavy
Suspension: Street
Engine: Annihilator (you'll really need this)
Nitrous Tank: Large
Tires: Racing
Accesory:Super Nitro
You'll want to save up quite a bit because the overall price of all of this is 4445 simoleons. Also, it might help to make Dusty really like you because then he'll go easy on you, but this is just an unproven theory. After you have done all this you have to race him between 6-7 pm and you'll need luck, and you have to fall less than 3 times to beat him. Also, saving about five ticks of your nitrous boost for the last lap is a good idea, or else he will probably pass you in the end.

The only thing you need to do is to make sure you're bike goes faster than 119mph and don't fall off
