Help on the splicer isle goals!!!

I have done the first two goals and now there is pile of gold stuff in the way, what do I do???

Well you should have gave the plans to futo maki, pick the lock on the gate, donate $5000 to start construction, and find some helpers. Then you have to wait alittle bit and go back to the island and every thing should be built. Now to find some people to help out.
