Ok, so I gave Suzy the skirt, but she won't let me offer help again...so I am wondering what I can do to put her bar up to green so I can help. Can anyone help and if you can thanks.

You just need to keep talking to her and giving her gifts. I suggest something tht has to do with clothes like cloth or something or give her like a chocolate bar if you have one if you don't want to give her any gifts just keep talking to her and shell eventually start to like you again. Hope this helps.
