Cow cod fish for Dr.FeelGood

I have to get the cow cod fish for Dr.FeelGood so that she can make the pesticide for me to give to Ms.Weeder. Does anyone know where to find the cow cod fish and at what time of day? Any help will appreciated.

You can find the Cowcod at night, with the spear in the sea. I normally find them where the the cliff is.
