Easy. Defeat all the monsters in the area, get in the house and back out. She'll start to appear, though she'll head some place else when you approach her. My advice: whack her with a boomerang--she'll come to notice you. After some talking, go talk to that Li-something guy...ah, the one who drives your ship, he'll tell you a mermaid talked to him earlier. Then head back to the fisherman's house--she's there. Talk to the guy and he'll give you a fishing rod.
