I'm not positive but I think you are talking about the Isle of Frost.
It is surrounded in ice actually not rock. In order to do so you have to plot a circular course around the island, so that your ship sails all the way around it and then repeatedly shoot it with your cannon and you must hit each ice chunk multiple times to finally sink it. But you'll need to use the cannon against the gang of Eyeball Monsters that attacks your ship while breaking the ice as well!

The island is surrounded by ice. Place a path to go round it and keep bombing it and the rocks will go down but be careful that the fling sheep things dpn't attack you. If they do then just shoot them with the cannon

I'm pretty sure that you're talking about the Isle of Frost. All you have to do is set a course around it, and hit each piece of the ice a couple of times for it to break, and then when you're finished, Ciela will tlak to you and you'll be able to enter the Island of Frost.
Hope this helps 
P.S. I had to go around a couple of times because of the enimies that counstantly are attacking you, what worked best for me is that when I saw an emimie, I stopped the ship and defeated them, and then continued, then you only have to go around once.

I'm sure that your talking about the Isle of Frost. Well you probably need to go around the island a few times to blast the ice off. Then you should be able to step foot on the island. I hoped that helped.

Hit the ice rocks with your cannon this will make them go away. But beware there is a big boss on that island and for me was hard to beat.
