The Loovar is located anywhere, but the sea. You need a fishing rod obtained by the old wayfarer on Bannan Island, which you must first catch the mermaid.
After the Fishing rod is Obtained, there should dark fish symbols on the sea chart which you can go to, to Fish them out. There are 2 Common fish as well as the Loovar to catch so you must be lucky to get the Loover. After the Loover is caught and you talked to the Old Wayfarer you can than catch the next fish and do the same as well.
