After you do the level where you hit the ? Switch on top of the castle, go to the courtyard with all the boos. Find the big one. Stand with your back to it, and when it gets close enough, turn around and hit it (you can't be yoshi). It should drop a little cage-like thing. Walk into it, and you will be in the level.

P.S. This is where you find luigi.
