It's up stairs you need star's to go uo stairs,sorry but I can't remember how meany.

It's behind the Star Door in the basement. You need to collect 30 stars to get past the door and gather the Star for 'Board Bowser's Sub' in Dire, Dire Docks in order to make Bowser in the Fire Sea accessible.
