Question for Super Mario 64 DS

I have two questions:

1) How do you defeat Chief Chilly? I got to him, but I didn't know how to attack. Do you run behind him and pick him up like King Bob-omb?

2) In the room before the mirror room(I'll call it circle room), I talked to the Toad closest to the center of the circle, and he gave me a secret star. He also said that if I do a high jump into a specific painting(he said water town or something), then I can flood it. Does he mean Wet-Dry World? Or something else?

P.S. Thanks for help. Um, also if you do run behind Chief Chilly and pick him up, that is tricky for me, because I tried to do it, and he turns around real fast.

For Chief Chilly, you need to run and hit he punch button to head-butt him into the ice.

Toad was talking about Wet-dry world. The higher you jump, the more water is in the level at the start.

To beat Chief Chilly you have to turn one of the smaller Chilly's to an egg, then fire the egg by pressing A at the Cheif (3 times then you unlock Mario).
