A little correction to my last answer: they will start appearing at about the 70 star mark, not 30. Sorry.
It's not actually Peach's Key, its just a room with a star in it. To get the key, you need to catch eight silver shining rabbits. These will start appearing randomly around the castle at about the 30 star mark.
