when you have 14 power stars, go to the main room. (first room)there should be a shining light. stand in the light and go into the mode where you can look up. so look up at where the light is coming from and you will be teleported to the mystical rainbow tower. Oh and make sure you are MARIO, no one else.

To 'go to the mode where you can look up' with the standard controls you need to press the X Button.
