Can somone please tell me where the under ground lake is I have no clue so I can get the third star

The underground lake can be accessed via a path in the 'works' area, in which area all of the red coins are situated. The path is access via a door, which will lead you into a corridor with more doors. One of the doors there should lead you down a tunnel into the underground.

You'll know you're on the right track when the music starts becoming rather eerie.
