It is impossible to play on these levels without the use of an Action Replay. Those two levels were, as they should say on the cheat description, test maps. These were used to make sure that developers could interact with stuff and that things worked(hence, all of the random scenery and objects). After they launched the game, the maps wre still in the game, but were no longer accessible. The AR goes into the coding of the game to extract these levels for play. Therefore, unless you know how to mess with the coding of the game, those levels are AR-accessible only.
