You have to use luigi to get in there. First get the power flower from the balcony on the floor below, then run and jump onto the ? Box and jump up onto the ledge to get to the third floor. Go through the door. Then run through the picture of the ghost and you will see an eye. Run around it fast and it will explode and give you a star
