You can take control of Rebecca breifly during Chris' game (the part in the attic). Other than that and in multiplayer, no.

Well If you mean ANY way, yeah all you need is an Action Replay. It comes with Codes to play as anybody, from that Forest guy to Wesker to Rebecca. Other than that, there is no legit way to play the entire game as Rebecca.
