In the chemical room there are instructions on the walls that you must follow in order to create the V-Jolt. A hint - you don't hav to just mix raw chemicals. You need to create seperate mixtures and then add them together. You'll need all four of the bottles for this. I'd tell you the exact code but I haven't played the game in a long time and can't remember, my apologies.

Once you have done this, head to the Aqua Ring below the Guard House and enter the room with the Plant 42's roots. Walk up to them and use the V-Jolt.
