Regigigas?

I heard you get to capture Regigigas after you get every single Pokemon in your Pokedex. Is that true? Because I've just caught all of them and nothing happened.

Yes it is true. Once you capture all 266 Pokemon in the browser, you must return to the Ranger Union. There Rhythmi and Erma will tell you that a sand pit has formed in Hippowdon Temple and Regigigas is down there(its in the room with the arrows). You must bring Regice, Regirock, and Registeel beforehand, however, and make them stand on the pedastles outside of Regigigas' room. Be warned* Regigigas is an extremely hard Pokemon to catch because each step he takes deals 18 points of damage. He can also create fissures in the ground and drop rocks from the ceiling. I reccomend using an electric Pokemon to defeat him so he cannot move and you can circle him as many times as you need to. Make sure your styler is properly upgraded also.

that's because you have to beat the capture arena first

You need to beat all the rooms at the capture arena, which you can get to by going on the wailord south of the huraba village. Warning even at level 99 I had trouble on the multi boss fights.

You do not have to complete the capture arena. You have to do all the quests. Then go to the ranger union and you will get to know of quicksand in Hippodown Temple. Go to the place with arrows and find the quicksand. Make sure you have the three Regis with you and enter the quicksand. Place the Regis on their respective pedestals and enter the door that opens. To capture Regigigas, use a steel Poke-Assist and immediately after that use a fighting Poke-assist. You will then complete you Browser. Good luck with all that!
