The Storry line of the whole game is to be a Ranger and let the Pokemon be FREE after they have surved you in an assist!!

The answer is no before you capture raikou, suicune, and entei. After you get back, after some talking....one of the ranger leaders will tell you that you can take Pokemon anywhere. I have a tyranitar, flareon, gengar, plusle, swampert, metagross, venausaur, and shedinja with me, and I am in summerland.
