When I reach snowcee city where to go pls help tell me when I go up there is a guy and he tells me you don't have too stronger Pokemon to enter can someone tell where to go

Before you can go to the Lake Area near Snowpoint City, you need to defeat the Gym Leader. After you have defeated the Snowpoint City Gym, you can go to the Lake and face Team Galactic.
If you're talking about the Temple in Snowpoint City, well, you can enter it once you have defeated the Elite Four.
