You obtain HM08 on Route 217.
A Hiker in the cabin claims to have lost it, but it can be found just north of the house. After collecting HM08 from the snow you can then either continue on your way or attempt to return it to the Hiker. Should you try to return it the Hiker will be gratefull, give you an Icicle Plate, and allow you to keep the HM.
