You will have to do a few things to get every Pokemon, since you cannot find every Pokemon in the Game. You will probably have to Trade or use Migration (Pal Park) to get the Pokemon that cannot be found in this Game.
Zapdos and Moltres can be found roaming the Sinnoh Region after you talk to Professor Oak in Eterna City (After you have obtained the National Pokedex). You can use the Marking Map App on your Poketch to track these Pokemon.

I have seen 421 Pokemon and I have the birds, go to Eterna City, go to the little home by the gym and then talk to Professor Oak ^, I don't have the AR.
