Usually Victory Road. Try using the Vs. Seeker (later routes would be better to go to).

If you have not yet entered the Hall of Fame, these routes can be overlooked:
Route 224
Victory Road (recommended)
Pokémon in the league will be in between levels 52-62 (approximately).
If you have already entered the Hall of Fame once, these routes can be overlooked:
Resort Area
Route 224
Route 225 (recommended)
Route 226
Route 227
Route 228
Route 229
Route 230
Survival Area (recommended)
Pokémon in the league will be in between levels 60-78 (approximately).
