To get Phione, you must obtain Manaphy from Pokemon Ranger, then breed Manaphy to get Phione.

Phione was technically an event because there was an event for a Manaphy Egg, and when you breed Manaphy, you get a Phione. Other ways are to trade or use the Action Replay Code listed in an answer here.
