Question for Pokemon Platinum

I have got the national pokedex in Pokemon platnum and I am playing as a guy. How can I catch the regis cause I went to iron island where his room is and the lightsyou walk on were not there,nor the statue how can I do this with no cheats at all?

You need to have the Regigigas that was obtained from the 11 Movie in your party to make battling the Regi(s) possible.

You only get the National Dex after beating the elite 4 and seeing every Pokemon in the Sinnoh Dex.
It doesn't matter whether you play as a boy or a girl.
Regice, Regirock, and Registeel only appear when you recieve a specific event Regigigas. The event Regigigas was given out several years ago. The only way to get the other Regis in this game is to migrate them or trade for them.

You must have the Event 11th Movie Regigigas to be able to obtain Registeel, Regice and Regirock.
