Where do you get apps for your poketech?

The man who gives you the Poketech in Jublife City will give you Poketech apps when you get 1, 3, 5 and 7 Gym Badges in the building in Jublife.

There are a total of 25 Apps for your Poketch. You start off with 4 Apps (Clock, Calculator, Pedometer, and Pokemon List). You receive an App from the President of the Poketch Company after you have received your 1, 3, 5, and 7 Gym Badges (Memo Pad, Marking Map, Link Searcher, and then Move Tester). You could have (not anymore) received 2 Apps from Mystery Events (Stopwatch and Alarm Clock). You receive 1 App from the women in the Eterna City Pokemon Center (Friendship). You receive 1 App from Lucas or Dawn on Route 207 (Dowsing). You receive 1 App from the Berry Master on Route 208 (Berry Searcher). You receive 1 App from the man in the Solaceon Town Daycare Center (Daycare Checker). You receive 1 App from someone in Solaceon Town (Pokemon History). You receive 1 App from someone in the Veilstone City Store (Counter). You receive 1 App from someone in Celestic Town (Analogue Clock). You receive 1 App from someone in the Grand Lake Hotel (Coin Flip). You can receive 3 Apps from a man in Sunyshore City, if you show him the type of Pokemon he is looking for (Calendar, Dot Artist, and Roulette). You can receive 1 App from Professor Oak in Pal Park (Trainer Counter). You can receive 2 Apps from the girl in Pal Park, if you show her the Pokemon she wants to see (Kitchen Timer and Color Changer). You can receive 1 App from the girl in the Safari Zone building, if you capture five or more Pokemon in one Safari Game.

If you total them up, you could have up to 25 Apps on your Poketch.

You can get apps from the President of the Poketch Company after you have defeated gym leaders Roark, Fantina, Wake, and Candice. One more will be available after you beat one of these gym leaders. Two apps were available as a Mystery Gift. There are also many Trainers scattered around Sinnoh who offer you Poketch Apps. There is a Scientist outside in Sunyshore who offers you three apps. After you find 3 clowns in Jubilife City during the Poketch Campaign, he will give you your Poketch (different colour depending on if you are male or female) with 4 apps originally loaded onto it.
