You can get Seals from the child in Solaceon Town by showing him Unowns or you can buy Seals from the man in the Sunyshore City Market.

In the Solaceon Ruins there is a Ninja Boy who will give you Seals if you show him UNown. For example, if you show him an are-shaped Unown, he will give you an are-Seal to put on it.
Another way you can find Seals is from the Seal Market in Sunyshore City. Talk to the TV Producer inside, and he will show you Seals for sale. His stock changes every day.
