You get the marking map after collecting 3 badges by talking to the president of the Poketech Company.

You can only access the Pal Park building after getting the National Dex. You can only access the actual Pal Park by migrating Pokemon.

Pal Park is located at the eastern-most part of Route 221. Inside, there is a facility where Trainers participate in a Catching Show. A Catching Show is where a Trainer must catch Pokemon in a specific amount of time. To participate in a Catching Show, you must purchase a Pokemon Emerald GBA, Pokemon Ruby GBA, a Pokemon Sapphire GBA, a Pokemon XP: Gale of Darkness GBA, Pokemon Red GBA, Pokemon Blue GBA, Pokemon Yellow GBA, or a Pokemon Green GBA. Then, on the GBA game of your choice, migrate at least 6 Pokemon to your Pokemon Platinum, then talk to the Worker in front of the entrance to the Pal Park.

Hope I helped!
