It is a cheating device that you can buy at most stores that sell video games.
Many people like it because you can get any item or Pokemon, even event ones. You can alter base stats, make your Pokemon shiny, and do just about anything.
Many other people dislike them. They can corrupt data, destroy the game (rarely), and are often seen as taking all of the fun and challenge out of the games.
