Yes, you can. If you spread honey on honey trees and come back in twelve hours, there is a chance Burmy will be there.

Burmy is a Honey tree Pokemon, you have to go near a tree with yellowish leaves and put honey on it. It is not always Burmy and if you don find it in a certian amount of time it goes away.

Yes you need to use honey on a tree. To find and then catch it.
