The dubious disk can be found at the northwest part of route 225, west of survival area. You'll have to surf across a small lake to get it.

A Dubious Disc is found on Route 225 on the other side of a body of water. You must have the HM Surf, the Zen Badge, and a Pok�mon that can learn Surf. Examples are Empoleon, Staryu, and Gyrados. The Dubious Disc is used for evolving Porygon2 in trades.

It can be found inside Team Galactic's warehouse in Veilstone City. It is next to a scientist at the 2nd door inside the warehouse. Hope this is helpful to everyone.
